The Northern Quarter, Manchester’s quirky hub of creativity and independence, may soon see a major transformation.

Manchester City Council is inviting developers to propose ideas for redeveloping the Church Street multi-story car park, a site many feel has long been at odds with its dynamic surroundings.

Now known as “St. Paul’s,” in homage to the church that once stood there, the 1.54-acre site presents an exciting opportunity. The council is looking for a sustainable, mixed-use development that could include housing, commercial spaces, and even a new public square.

The aim? To create a landmark project that enhances the neighbourhood while staying true to its independent and artistic spirit.

Bev Craig, Leader of the Council, believes this project is a chance to breathe new life into the area.

“This is a unique opportunity to deliver a landmark redevelopment of this site and transform this part of our city centre through a world-class, mixed-use development – including exemplary public realm,” she explained.

Bev Craig highlighted that any proposals must reflect the character of the Northern Quarter.

“Our Northern Quarter is proudly and fiercely independent, and we would expect proposals to understand intimately the context of the neighbourhood and present plans that pay homage to the history and heritage of the area to support the next generation of independent businesses to thrive.”

The Church Street car park, with its utilitarian design, has stood in stark contrast to the charm of the Northern Quarter’s streets. Its presence, some argue, detracts from the area’s unique appeal.

She pointed out the importance of a “people-first” approach. “A multi-story car park is also inappropriate in the heart of our city, and we expect this development to support public transport and active travel over car use.”

The council is keen to see the site become something that adds value to the area – whether through design that respects the historic street patterns or ground-floor spaces for the kind of independent businesses the Northern Quarter is known for.

What will be built?

This development comes at a pivotal time for Manchester. The Northern Quarter is more than just a neighbourhood – it’s a cultural landmark.

Proposals for St. Paul’s will need to strike a delicate balance between innovation and preservation, offering a future that respects the district’s roots while moving it forward.

With submissions open until February 12, 2025, the council hopes to see creative and thoughtful ideas that will enhance one of Manchester’s most beloved neighbourhoods.

As Bev Craig put it, “We look forward to seeing ambitious proposals that will enhance our world-famous Northern Quarter and support the continued success of our city centre.”

The stage is set for change, but as always in the Northern Quarter, it’s about doing things differently – and doing them right.
